Biografía

Sus principales temas de investigación son la pobreza y las políticas sociales, con énfasis en las políticas de educación, salud y protección social. Ha sido economista del Banco Mundial, Consultor del Banco Interamericano de Desarrollo (BID) y de diversos gobiernos. En su trabajo de consultor ha asesorado al Gobierno de Trinidad y Tobago en temas de reforma al sistema de Pensiones y al Gobierno de Indonesia en temas de medición de pobreza y focalización de programas sociales. En el ámbito académico Javier realiza cursos sobre pobreza y políticas públicas, desarrollo económico y microeconomía. Desde enero del 2016 es Director del Magíster en Economía Políticas Públicas (MEPP).


PhD in Public Administration and Policy at American University, Washington D.C., United States of America. He received his Master of Public Administration from Wagner Graduate School of Public service New York University in 2007. His research and teaching includes public policy analysis, microeconomic development, poverty, inequality and social policy. He has worked as an economist at the World Bank a consultant for the Inter-American Development Bank in Washington D.C. as well as advise several governments in different areas. His work as an international consultant ranges from pension reform in Trinidad and Tobago to poverty measurement and social program targeting in Indonesia. He teaches poverty and public policy, economic development and microeconomics. Since January 2016 he is Director of our Master Program in Economics and Public Policy (MEPP).
